Normal can just mean "conforming to a standard." So it depends what the standard is when it comes to deciding if something is just a variation (even if rare) or rather a deviation. Being left-handed is now a perfectly normal occurrence, for example. It doesn't violate any standard, and it's certainly tolerated and tolerable.

If being left handed is so tolerated and tolerable, why are gearshifts in cars on the right?
I also fail to understand the difference between a deviation and a variation when talking about normal.
